This Messier-Dowty $12,153,000 production building of 264,200 sq. ft. is a division of the SAFRAN Group a French aerospace/communications group.  This manufacturing plant facility is located at the Aerospace Industrial Park in the City of Querétaro, Qro., México. The construction of this facility consists of full height tilt-up walls with an FM approved fire protection and alarm systems with a metal standing seam roof and skylight systems.  The total construction time for this building was 8 months from concept to substantial completion.

Messier-Dowty shares the site with fellow company SNECMA Mexico.  A common office and utility passageway services both facilities.  The Messier-Dowty Mexico plant was designed primarily for the manufacturing of landing gear for the Airbus A320, A330, and the 737 jetliners.

Some of the project challenges encountered and managed during the construction phase of the project entailed the simultaneous construction of the SNECMA and Messier-Dowty buildings while connecting of the common areas, and special equipment foundation changes.

ECM was involved in the project delivery services for this project and provided the following: Project budget allocations, Project Development; setting project objectives, defining the scope of the project, establishing design strategy, and determining project work breakdown structure.  Bid Documents; consisting of project bid drawings, specifications project manual, project general conditions and bid forms.  Bid Requests, Bid Analysis, and Contractor Selection; bidder pre-qualification, bid request, comparative and enhanced bid evaluations.  Contractor Selection Processes; contract award recommendations based on risk management and best value analysis.  Value engineering cost reduction negotiations, Construction Management; full-time construction quality assurance and construction management.

Value added during the bid process was a cost reduction of $480,000 resulting from our bid evaluations process, proposed value engineering construction alternates, and cost reduction negotiations.  For the construction phase of the project the value engineering provided by ECM International resulted in a $210,000 project cost reduction.  Our project management processes resulted in the successful, timely delivery of the Messier-Dowty project and within the allocated budget.
