Improvements to Stanton and Paso Del Norte International Bridges

The City of El Paso’s Engineering Department contracted ECM to provide construction management services for the improvements to the Stanton and Paso Del Norte International Bridges.  ECM has  provided inspection services, constructability reviews of project modifications throughout the construction phase, held construction weekly meetings, reviewed pay applications and change orders, performed schedule and progress reviews, managed quality control testing, and reported progress reports.

ECM's support included close coordination and communications with Customs and Border Protection, the Border Patrol, Union Pacific and BNSF Railroad, the International Boundary and Water Commission, General Services Administration (GSA) and all local utility companies.

The improvements to the Paso Del Norte International Bridge include the construction of a new 1540 sq. ft. toll booth building, the Lion’s Placita park revitalization, the installation of 9,840 sq. ft. of new bridge pedestrian canopies and a new secured parking area.  A 50-foot tall sculpture by the renowned artist Sebastian was also installed as part of the project.

The improvements to the Stanton International Bridge include the construction of new bridge toll administration building of approximately 10,900 sq. ft., a new landscaped plaza, a 100-foot long mural wall, and 4,400 sq. ft. new bridge pedestrian canopies.

Projects were funded with ARRA funds and included the installation of unmanned toll equipment, security cameras, fiber optic connections, and state of the art automatic public restrooms in the plaza areas.
