The Camino Real Regional Mobility Authority (CRRMA) is an organization formed in 2007 to finance, acquire, design, construct, operate, and maintain transportation projects in the El Paso, Texas region. Some of these transportation projects can entail highways, tolled or non-tolled roadways, mass transit systems and rail facilities.

The CRRMA has retained a General Engineering Consultant (GEC) to provide general engineering and management support and services.

As part of the GEC team primed by Atkins, ECM is supporting several major transportation projects such as the Americas Interchange Improvements (I-10 at Loop 375 Intersection), Loop 375 improvements from Dyer to US 54, Loop 375 Improvements from Americas Interchange to Zaragoza, and the Cesar Chavez toll lanes from South Zaragoza Road to US 54. The estimated cost for the construction of these projects is $330 million.

ECM responsibilities within the GEC team include utility coordination, development of bid documents, contract administration, and construction and project management.
