Texas Tech undertook the
expansion of its El Paso operations by constructing a third floor to an existing
facility. ECM was selected as the Project Manager to coordinate design phase
services and the construction of this project. The existing facility was 10
years old and was plagued with air-conditioning and data/telephone problems.
The facilities dual purpose, 3rd and 4th year medical college and community
health-care operations could not be jeopardized. As many as twelve mobilization
plans were prepared until the proper program was accepted to move orthopedics,
mental health, pediatrics, OB/GYN, and administration services in the minimum
number of moves. The complete project included complete upgrading of the HVAC
system, new data and telephone distribution and the new third floor addition.
To reduce cost, the data/phone work would be done by “in house”
personnel. The Texas Tech staff would also direct ceiling removal and reinstallation.
Sealed bid proposals would be solicited from qualified contractors. The complexity
of the renovation to the HVAC system required mechanical sub-contractors to
be pre-qualified. Coordination of work between the contractor and the “in
house” personnel was closely planned and monitored.
ECM’s project management
skills were vital to the success in this multi faceted renovation project where
ultra-clean medical services were never compromised.
